WebSep 23, 2024 · It isnt faulty ram, if Windows sees it all, like you said it does, but 4GB is reserved for hardware, you want to start removing physical components and see how it changes, if oyu have a basic video card, remove your gaming card and see if this helps, if it does you want to check your GPU doesnt have a 'borrow ram from system' like feature.
